Posse Comitatus Act

I have been asked about the recent mandate allowing
the CIA to assasinate an American Citizen and how
that comes in to play with the Posse Comitatus Act.
The basic answer is there is no conflict. The
Posse Comitatus Act keeps the Military from acting
as a police force. In other words, the Military
could not have been given permission to Assasinate
an American Citizen. But the CIA is not part of
the Military. It still requires presidential approval
but there is no conflict. Why the CIA? Because the
person of concern currently lives in Yemen and the
CIA is the agency in charge of activities off of
US soil. Should it shift to the US, the FBI may be
given charge.
